What to do when PUESC is down

File a substitute declaration with GITD by e-mail. This is the official procedure, not a workaround, and it applies for as long as the outage lasts.

  1. Download the substitute declaration form from the GITD page: gov.pl/web/gitd/sent.
  2. Fill it in on a computer, in Latin characters. GITD does not accept handwritten or Cyrillic forms. Every field is explained in the guide to the substitute declaration.
  3. Send it as a PDF to awaria.zezwolenia@gitd.gov.pl.
  4. Wait for the automatic reply confirming receipt. Without it you have no proof of filing, keep that message.

What Sigil does during an outage

When PUESC is not answering, the declaration in Sigil can be downloaded as XML and filed by hand, and once the link is back the system re-checks its status.

Sigil handles RMPD declarations. SENT is filed by the consignor or the consignee.

If the declaration is already filed

An outage does not invalidate a registered declaration. The number PUESC has already issued stays valid even while the portal is silent.

So during an outage do not file the same declaration again and do not cancel the valid one. Two declarations for one journey mean two register numbers against the same CMR, and the spare one has to be cancelled separately. If the RMPD406 status check says „not found” while an outage shows here, wait for the portal to come back and check again.

The substitute declaration to GITD described below is only needed for a journey that is not in the register yet.

Frequently asked questions

What to do if PUESC is down and the truck is already at the border?
File a substitute declaration with GITD and wait for the confirmation. The form is on gov.pl/web/gitd/sent; fill it in on a computer in Latin characters and send it as a PDF to awaria.zezwolenia@gitd.gov.pl. The driver sets off once he has the PDF and GITD's automatic confirmation of receipt (art. 28b ust. 7 and art. 28c ust. 2 of the Road Transport Act).
Can I drive without RMPD while PUESC is down?
No. Instead of the declaration you file a substitute declaration with GITD by e-mail, and the auto-reply confirmation is your document for the duration of the outage.
Where do I send the substitute declaration?
To awaria.zezwolenia@gitd.gov.pl, as a PDF filled in on a computer in Latin characters.
What counts as proof of filing?
GITD's automatic reply confirming receipt. If it does not arrive, the declaration has not been filed, send it again.
Is there a fine if PUESC was down?
No, if you filed the substitute declaration and kept the evidence. The substitute declaration with GITD's confirmation stands in for the register entry for the duration of the outage (art. 28b ust. 7 of the Road Transport Act). A GPS data gap caused by the register being unavailable carries no fine under SENT (art. 22 ust. 2b of the SENT Act). RMPD has no such rule, but proceedings over the 10,000 zł fine are not opened, or are discontinued, if the evidence shows an outage the carrier had no influence on (art. 92c ust. 1 pkt 1). Keep a screenshot of the PUESC notice and the GITD e-mail.
How do I know PUESC is back?
From the status card at the top of this page or from the PUESC notices. The card shows when the portal last answered and since when it has been running without an outage. PUESC announces the end of an outage under „Aktualności”. If the declaration was filed before the outage, check its status with RMPD406 instead of filing it again.
SENT-GEO is down but PUESC works. Is that the same thing?
No. SENT-GEO is a separate system that receives GPS positions from the locator. It can fail while the portal accepts declarations, and the other way round, and PUESC announces its outages in separate notices, such as „Awaria SENT-GEO” of 15.10.2026. The status on this page covers filing RMPD, not receiving GPS positions.

Where this data comes from

The status on this page is Sigil's own measurement, not user complaints and not a retelling of the news. Around the clock Sigil checks whether PUESC answers where RMPD declarations are filed, and stores every result together with the response time. Times on this page are Warsaw time, as in the PUESC notices.

Availability is the share of checks the portal answered. Days with no measurement stay out of the calculation and are marked grey on the bar above. For the longer periods the tile says how many days were actually measured.

What this measurement does not see

We see the part of PUESC used to file RMPD declarations. Other systems of the portal, such as customs declarations, e-Płatności or signing in through login.gov.pl, are not covered here and may behave differently. SENT-GEO, the system that receives GPS positions from locators, also runs separately, and PUESC publishes separate notices about its outages.

Next to the status sits a second reading, the last confirmed exchange with PUESC. It answers a different question: whether declarations really get through. The portal can answer while the rest of the system is stuck, which is why both readings sit on the card above and neither claims more than was measured.
