What to do when PUESC is down

File a substitute declaration with GITD by e-mail. This is the official procedure, not a workaround, and it applies for as long as the outage lasts.

  1. Download the substitute declaration form from the GITD page: gov.pl/web/gitd/sent.
  2. Fill it in on a computer, in Latin characters. GITD does not accept handwritten or Cyrillic forms.
  3. Send it as a PDF to awaria.zezwolenia@gitd.gov.pl.
  4. Wait for the automatic reply confirming receipt. Without it you have no proof of filing — keep that message.

What Sigil does during an outage

Before every submission Sigil checks whether PUESC answers. If it does not, the declaration can be downloaded as XML and filed by hand, and once the link is back the system re-checks its status.

Sigil handles RMPD declarations. SENT is filed by the consignor or the consignee.

Frequently asked questions

Can I drive without RMPD while PUESC is down?
No. Instead of the declaration you file a substitute declaration with GITD by e-mail, and the auto-reply confirmation is your document for the duration of the outage.
Where do I send the substitute declaration?
To awaria.zezwolenia@gitd.gov.pl, as a PDF filled in on a computer in Latin characters.
What counts as proof of filing?
GITD's automatic reply confirming receipt. If it does not arrive, the declaration has not been filed — send it again.
